Michael Owusu-Sakyi, 47, was charged in federal court this week for aggravated assault while armed after shooting a woman early in the morning on Friday, April 5, then having second thoughts after realizing she wasn't his intended target.

Police say that at approximately 9:45 a.m. on the morning of the shooting, officers were called to the 1700 block of Fairlawn Avenue SE, where there was a reported shooting.

Responding officers found a woman at the scene, who was treated and rushed to an area hospital for treatment of non-life-threatening injuries.

According to court documents, the woman was walking in the area when Owusu-Sakyi approached her from behind and shot her once in the arm; however, after shooting her, the District man is now claiming that he thought she was someone else, advised her to call 911, and fled the scene.

The woman was taken to the hospital for treatment of a non-life-threatening injury, and a warrant was issued for Owusu-Sakyi's arrest. He was taken into custody on on Tuesday, April 9 by members of the Metropolitan Police Department without incident.

Owusu-Sakyi is being held pending his preliminary appearance in court on Friday.

"These charges were brought as a result of the DC Council’s Secure DC Omnibus Emergency Amendment Act of 2024, that went into effect last month," prosecutors noted. "The change in the law recognizes all gunshot wounds as serious bodily injury."
