Police said the man was standing outside the Gulf service station at 207 Westport Ave. at around 9 p.m. and became upset when people declined to give him any money. He was heard stating he was going to shoot people, police said.
When officers arrived, the suspect had left the area but later returned to the gas station where he was arrested, police said.
Richard Carpenter, 49, of 1 Walter Ave., was charged with breach of peace and panhandling. Bond was set at $2,500, and he is scheduled to appear in court on Dec. 9.
