The Daily Voice reported that Garnett, 32, a Stamford resident, was driving on only three tires in Norwalk at about 12:40 a.m. on Oct. 31 when he was stopped.
Garnett failed two field sobriety tests, and when told he would be arrested, balled up his fists and swung his arms, police said at the time. Officers pinned him to the ground, and he kicked a female officer as he struggled, according to the police report.
Backup officers struck Garnett in the face and side to subdue him, police said. Two officers then fired their Tasers when he did not stop struggling, according to the police report.
Garnett was charged with assault on a police officer, interfering with police, driving under the influence and possession of drug paraphernalia. He was released after posting $10,000 bond.
