Police responded to the home at around 10 a.m. Monday on a report of a minor civil dispute. When officers arrived, Kyle and Carrie Owen were in the driveway, police said. They then retreated into the home and did not allow officers to enter, according to police.

A short while later Kyle Owen came to the door holding a hatchet and refused to come outside, according to police. He was yelling and swearing at officers and was seen walking aggressively in the house, according to police.

Police said that it was then determined that the couple's child was in the home with them.

Officers set up a perimeter and evacuated neighbors to safety while the Southwest Regional Emergency Response Team was activated, according to police. Tactical officers and negotiators arrived at around noon, and negotiators were able to make contact with Carrie Owen, police said.

After about a half-hour on the phone, the couple came outside through the front door, police said. Officers took Kyle Owen to the ground after he attempted to run back into the house, according to police.

The couple was taken into custody. Both were charged with risk of injury to a child and interfering with an officer. Kyle Owen was held on a $25,000 bond and Carrie Owen was held on a $10,000 bond. Both will appear in court on May 26.

The incident remains under investigation, police said.
