Ex-Gov. John Rowland Back Behind Bars For Second Time

FAIRFIELD COUNTY, Conn. -- Former Gov. John G. Rowland reported to federal prison Monday to start serving a 30-month sentence for campaign-finance fraud, the Connecticut Post reported.

On June 17, the 59-year-old’s bid to overturn his conviction was denied by a 2nd U.S. Circuit Court of Appeals in New York City.

According to the Connecticut Post, Rowland was found guilty in 2014 of hiding the fact he had secretly worked for congressional candidate Lisa Wilson-Foley in 2012 and had accepted thousands of dollars in illegal consulting fees from a nursing home owned by his political protégé's husband, Brian Foley.

Wilson-Foley spent five months in prison and five more under house arrest; Brian Foley was sent to a halfway house, according to the Hartford Courant.

Since he is now incarcerated in the Otisville Correctional Facility, a federal prison in Orange County, N.Y., it appears that Rowland has likely given up on pursuing any further appeals, the Connecticut Post story said.

However, the Connecticut Post reported, Rowland’s legal team still has until Nov. 14 to file an appeal.

Rowland, a Republican and the 86th governor of Connecticut, served from 1995 to 2004 when he resigned in the wake of a pay-to-play scandal. He pleaded guilty to conspiracy to commit honest services fraud, tax fraud and mail fraud in that case.

He served 10 months behind bars in a federal prison in Loretto, Pa., and also was under house arrest at his West Hartford residence for four months, according to media reports. 

His lieutenant governor, M. Jodi Rell, replaced him and served as governor until 2011.
