Debicella plans to face off against Himes, a Democrat who was first elected in 2008 when he defeated Republican Christopher Shays, in the fall 2014 election.

Debicella was the 2010 Republican nominee for for the Congressional seat. Himes won that election with 53 percent of the vote to Debicella's 47 percent. Debicella returns to the field after Himes defeated Steve Obstinik of Westport handily in 2012.

“We cannot expect different results in Washington if we continue to send the same people there to represent us," Debicella said in a statement. "Jim Himes has failed us in so many ways. He has promoted bad economic policies that have made Connecticut the worst state in the nation for job growth, exploded our national debt by trillions of dollars, and increased health care costs for middle-class families.”

Debicella also criticized Himes in the statement as a congressman who only votes on Democratic Party lines and claims that Himes took campaign contributions from CitiBank.

“Watch what Himes does, not what he says,” added Debicella in the statement. “While railing against special interests and partisan gridlock at home, Jim Himes is engaged in both on a daily basis in Washington.”

Debicella, a Shelton resident, is originally from Bridgeport.

Himes is a former investment banker from Greenwich.

The 4th Congressional District includes Bridgeport, Darien, Easton, Fairfield, Greenwich, Monroe, New Canaan, Norwalk, Oxford, Redding, Ridgefield, part of Shelton, Stamford, Trumbull, Weston, Westport and Wilton.
