At around 10:25 p.m. K-9 Officer James Loomer was on patrol and observed Joseph Costello, 48, fail to stop for the stop sign at the intersection of the Sherwood Island Connector and the I-95 entrance ramp, police said.

Costello was stopped, and police said that combined with on-scene observations of items in plain view, along with the assistance of K-9 Koda, several different prescription pills not in any prescription bottles and drug paraphernalia were located in the vehicle.

Costello was arrested and charged with possession of a controlled substance, narcotic possession not in original container, possession of drug paraphernalia and a stop sign violation. He failed to post a $500 bond and went to court on Monday.
