Police responded to the Norwalk River near the railroad crossing at Perry Avenue the night of May 22 on a report of a vehicle in the water, the Hour reported. When they arrived, they found 30-year-old Jeffery Herrera of Stratford, who was trying to help someone else out of the truck, according to the Hour.

Firefighters, police officers and paramedics arrived on scene and used a hand line and a rescue basket to get the passenger out of the truck and up the 70-foot embankment, according to the Hour. Herrera, who gave off the odor of alcohol and had glassy bloodshot eyes, was aggressive with officers when they tried to get him into an ambulance, police told the Hour. He was eventually taken to the hospital along with the passenger, the Hour reported.

A warrant for his medical records showed his blood alcohol content was more than three times the legal limit, and a warrant was issued for his arrest, according to the Hour. He was arrested Tuesday and charged with reckless driving, driving under the influence and interfering with an officer, according to the Hour.
