Operation Nip Tuck was launched in response to numerous complaints from residents and business owners regarding drug dealing, loitering and public drinking on lower Ely Avenue in Norwalk, police said. The Special Services Division of the Norwalk Police Department conducted a lengthy investigation into heroin sales, which involved several controlled purchases from members of a heroin distribution enterprise, according to police.
As a result of the investigation, police obtained warrants for the arrest of Charles Tuck, 52, aka Chubby, of Cedar Avenue in Norwalk, Roberta Tuck-Singh, 55, aka Duna, of Clinton Avenue in Bridgeport, and Richard Tuck, 53, aka Bones, of Ely Avenue in Norwalk, police said.
Police said that on Thursday, Sept. 14, police said two people buying heroin at different times from Roberta Tuck-Singh and Charles Tuck, and that afterwards Charles Tuck left the area.
The two people who were seen buying heroin, 51-year-old James Higgs of Aiken Street in Norwalk and 30-year-old Andrew Hoffkins of Ledgewood Drive Norwalk, were arrested separately after they left the area, police said. At 12:05 p.m., Roberta Tuck-Singh and Richard Tuck were arrested on lower Ely Avenue, police said.
In addition, Angelo Ciotti, 53, of Park Hill Avenue in Norwalk, was standing with Richard Tuck at the time of Tuck's arrest. Police said that Ciotti admitted to being in possession of a single package of Suboxone, which was not prescribed to him. He was also placed under arrest.
Police said they recovered 23 bags of Fentanyl-laced heroin at the scene.
Simultaneously, police said that a separate team conducted surveillance on Charles Tuck, who was arrested during a car stop on Connecticut Avenue. Tuck's passenger, 26-year-old Yolanda Williams of Woodward Avenue in Norwalk, was also arrested after police said they found seven bags of heroin in the car.
Williams's 18-month-old child was also in the car at the time of her arrest, police said. Officers brought the child to police headquarters, where they released the child into the custody of the Connecticut Department of Children and Family Services.
Richard Tuck was charged with six counts of sale of narcotics and conspiracy to commit sale of narcotics. Roberta Tuck-Singh was charged with three counts of sale of narcotics for prior drug sales, as well as possession of narcotics and possession of narcotics within 1,500 feet of a school. Charles Tuck was charged with four counts of sale of narcotics and conspiracy to commit sale of narcotics for prior drug sales, as well as possession of narcotics, possession of narcotics with intent to sell, and risk of injury to a minor.
Williams was charged with possession of narcotics, possession of narcotics with intent to sell and risk of injury to a minor. Higgs was charged with possession of narcotics and possession of narcotics within 1,500 feet of a school. Hoffkins was charged with possession of narcotics and possession of narcotics within 1,500 feet of a school. Ciotti was charged with possession of a controlled substance and possession of a controlled substance within 1,500 feet of a school.
All arrestees were given a court date of Sept. 26.
