WESTPORT, Conn. — A complaint from a Westport resident that a suspicious man was looking in his windows led to the arrest of two Bridgeport men on charges of identity theft and fraudulently purchasing cellphones, police said.

The case began at about 4:05 p.m. Tuesday with a complaint about the suspicious person from a resident on Weather Vane Hill, police said.

The caller said a male was on their property, "looking in the windows and manipulating the front door handle," police said.

Officers found the man sitting in the front yard of the home, police said. As officers were speaking to him, a vehicle pulled up to pick up the suspicious person, police said.

Both men claimed they were at the home to pick up a package that was mistakenly delivered by UPS to the Westport address, police said.

Officers determined that the resident had been a victim of identity theft and that someone had opened fraudulent cellphone accounts in his name, police said.

The two suspects were attempting to retrieve the cellphones that had been fraudulently purchased and delivered to that address, police said.

What the two did not realize was that the resident was home and they he had already retrieved the package, police said.

Two men were arrested:

  • David Masala, 18, of 253 Beechwood Ave., Bridgeport; and
  • Emmanuel Modey, 22, of 136 Whittier St., Bridgeport.

They were both charged with third-degree identity theft, third-degree larceny, third-degree conspiracy to commit identity theft, and third-degree conspiracy to commit larceny. Each was held on $5,000 bond with a court date of June 29 at Norwalk Superior Court.

This investigation is continuing.
