The woman said the two men parked around 6:15 p.m. and one came to the door and asked about doing work around the house, police said.
The car then left and pulled into the upper parking lot at Tunxis Hill Park.
Police who questioned the men there said they had constricted pupils and appeared “extremely confused.”
They learned the driver, Misael Mercado, 38, of Webster Avenue, was wanted on a warrant for a third-degree assault charge in Bridgeport.
Mercado could not say who owned the car, which was registered in Trumbull, but officers there could not initially determine if it was stolen, police said.
Mercado said he had smoked PCP, but a K-9 search of the car did not turn up any narcotics, police said.
Mercado was charged with operating a motor vehicle while under the influence and driving under suspension. He was turned over to Bridgeport police for the warrant, police said.
He is scheduled to appear in court on June 19.
