Xavier Surles, 18, of Hough Avenue, was arrested after state police received a call on Aug. 17, from a motorist about a person beating a dog along I-95 near Nichols Street, the Connecticut Post reported. Officers checked the highway cameras, which showed the teen beating and kicking the dog, Grizzly, who belongs to a disabled man, said the Connecticut Post.
Troopers reported that when they pulled up to the scene, Surles began screaming and struggling with them, added the Connecticut Post.
Grizzly's owner said he pays the teen $10 a day to walk what he called a "really friendly dog," said the Connecticut Post.
Surles was released after posting $5,000 bond.
