Although Americans have been seeing lower oil prices the past six years, the cost of gas continues to stay relatively high - specifically for residents of the West Coast and the Midwest, reported Time.

Refinery issues in states such as California and Indiana have been to blame for the spike in gas prices, including an Exxon Mobil explosion and an outage at a BP Refinery, but as autumn and early winter arrive, drivers will begin to see $2 gas once again, reported Time.
