EASTON, Conn. — A 48-year-old man who serves on the Easton Police Commission was arrested Tuesday in connection with a federal steroid and prescription narcotic distribution investigation, U.S. Attorney for Connecticut Deirdre Daly said.

Raymond J. Martin of Easton appeared before U.S. Magistrate Judge Sarah A. L. Merriam in New Haven on Tuesday and was released on bond. Martin was charged with conspiracy to possess oxycodone with the intent to distribute, an offense that carries a maximum term of 20 years in federal prison.

This matter stems from a long-term investigation led by the FBI, the Drug Enforcement Administration and Homeland Security Investigations into people who were receiving shipments of steroid ingredients from China and manufacturing and distributing wholesale quantities of steroids, Daly said. The investigation also revealed that certain individuals were distributing prescription pills, including oxycodone, she said.

As alleged in the criminal complaint, a court-authorized wiretap intercepted Martin engaging in text communications with other members of the conspiracy discussing the distribution of anabolic steroids and oxycodone.

Eleven other individuals have been charged as a result of the investigation, Daly said. During the investigation, law enforcement officers seized hundreds of vials of steroids, 600 grams of raw testosterone powder, more than 1,000 oxycodone pills, 350 grams of powder cocaine and four long guns.

Previously, federal prosecutors charged former Newtown Police Sgt. Steven Santucci in connection with the case, dubbed Operation Juice Box.

The U.S. Marshals Service is assisting in the investigation.

This case is being prosecuted by Assistant U.S. Attorneys Rahul Kale and Robert M. Spector.
